Again, the ECU has no idea that the gearing or chassis has changed and it's just doing what Kawasaki said to do.
How you ask? Well if you have changed your gearing or added a longer swingarm you can then out accelerate a preprogrammed ROA (rate of acceleration). This seems to kick in anytime the ECU thinks the bike is accelerating harder than it thinks is possible. The stock flash file in the ECU also has a safety mode. We don't want soft do we!?! We want torque and we want it now. The secondary butterflies are used to have a nice soft torque curve from 2,000 to 5,000 RPM.
We like to think of it more like a 6th gear early RPM limiter. Now, keep in mind that the ECU has no idea if the sprockets have been changed so it may come on sooner.
